Daguangba ikinci dönem projesine gelince, inşaat tarafı Ulusal Yatırım ile sözleşme imzalamıştı, tüm çimentonun Ulusal Yatırım tarafından sağlandığı, ton başına 400 Yuan'ın altında tutulan fiyatta, çimento fiyatının Ekim ayında 550 tona yükselmesi bile, değişmemişti.
Buna göre, çimento fiyatlarının sürekli artması, adadaki birçok önemli projenin inşasını etkilemiş ve bu da eyalet hükümetinin ve komisyonun dikkatini çekmiştir. Ekim ayı sonlarında artan ahlaksız çimentoyla başa çıkmak için, eyalet hükümeti fiyatı düşürmek için 5 araç çıkardı.
